Regular office hours are Monday to Friday from 8:30 a.m. to 4:30 p.m.

Where is the RM of Cartier Landfill Site and what are the hours?
The Landfill Site is approximately 3 miles east of Elie on Trans Canada Hwy 1. Turn South on Dugas Siding Road (Road 10W) and travel approximately half mile south. The Landfill Site is only for waste generated in the Municipality.

When are tax bills sent out and due?
Tax bills are sent out at the end of June & are due on September 30th of each year.
Penalties of 1.25% per month will be added to outstanding taxes commencing October 1st, and on the first day of each month thereafter, until paid.
How can I pay my taxes or utilities?
Payments can also be made at the Municipal office in person (cheque, post-dated cheque, debit, cash), in our drop box, or by mail.
Payments can also be made through Internet banking or Telepay.
For Visa or Mastercard payments you can pay through PaySimply (subject to 2.5% service fee).
When do I receive my utility bills?
Utility billings for water and sewer are issued on a quarterly basis and are mailed/emailed to customers.
Billing periods are January to March, April to June, July to September and October to December.
Does RM of Cartier have T.I.P.P.S program? Can I pay my taxes on a monthly basis?
Yes! Ratepayers are now able to apply for a pre-authorized tax payment plan (TIPP). Please fill out the TIPP form to sign up for the plan.
The TIPP program starts in January of each year and payments are made on the 15th of each month through automatic withdrawal from your financial institution. The TIPP program collects taxes for the calendar year January 1st to December 31st and ensures all taxes are paid without penalty. The deadline to sign up for the current year is the last day of February.
What can I do when my assessment is too high?
For Assessment information, please call the Assessment Office in Portage La Prairie at (204) 239-3320 or 1-866-401-8986.
An assessment can be appealed through Board of Revision annually and correspondence should be directed to the Municipal Office. Appeals should be in writing and must clearly state the reasons for an appeal. The deadline to file your appeal is generally October. The Board of Revision is usually scheduled for mid November.
Am I eligible for the Education Property Tax Credit Advance (EPTCA)?
In order to be eligible for EPTCA, the property must be your principal residence. You cannot be receiving credit for another residence. Once approved, you do not need to apply for it on a yearly basis. Should you fail to apply, you can still receive the credit through your Income Tax Return. An application form is available on the RM of Cartier website.
How much are tax certificates?
The fee for a tax certificate is $30.00 per roll.
Where do I inquire about school taxes?
Any inquiries regarding the school tax portion of your tax bill should be directed to the appropriate school division office. School taxes are levied by the Province of Manitoba and the school divisions. The Municipality is required to collect them by Provincial Statute. The school divisions within the RM of Cartier are Prairie Rose School Division (Tel: 1-866-745-2003) and Red River Valley School Division (Tel: (204)-736 2844).
Are there any costs for a subdivision of my property?
The Provincial Community Planning Office handles the applications for subdivision. Costs for subdivisions are done through their offices.
The RM charges a capital lot levy fee of $2,000.00 for any new lot/ title created by subdivisions within the Municipality.
Other costs may be involved, please contact the appropriate office for further information.
Where are the water standpipes for Cartier?
Drinking Water
North St. Eustache (Hwy 248 and River Rd). Accounts can be set up through www.water-fill.com.
Springstein Stand Pipe (Hwy 424 and Victoria) coin (quarters, $1 and $2).
Where are the waste and recycling bins?
The recycling bins are located in Elie, St. Eustache, Lido Plage, Dacotah, Springstein and the Landfill. Please use recycling facilities as posted. Do not dispose of any SHARP objects in either recycling or waste depots. DUMPING on any the Municipal’s right-of-way is NOT ALLOWED.
Does the RM of Cartier provide a library rebate?
Yes. All residents in RM of Cartier will receive a rebate. Currently the rebate is half of the membership fee up to a maximum of $30.00 for the libraries within a 50 km radius from the RM of Cartier. Please call the RM office for more information at 353-2214. Proof of ownership of the library card is required to receive the reimbursement.
Can anyone attend Council meetings and Committee meetings?
Yes! All Council and committee meetings are open to the public.
Council usually meets twice per month (except August).
